Available Transfer Capability based Transmission Loading Relief (TLR) in Deregulated Power System

Abstract:
This paper illustrates the relationship between Transmission Loading Relief (TLR) and Available Transfer Capability (ATC), and present possible approaches to reduce the need to invoke TLR procedures while improving the utilization of the transmission system. In open-access electricity markets the reservations of transmission services are based on the data resulting from the off-line computation of ATC. When ATC data is inaccurate or misused, security violations can emerge and cause operators and operation planners to invoke TLR procedures. In this paper ideas are demonstrated on 7-bus, 26-bus and IEEE118 bus system and results have been presented and analyzed.
